Safe and sustainable mobility: agreement between the State Property Agency and ACI to allocate disused properties and areas for training, research, experimentation and for the development of territories

Rome 31 July 2024 – Use disused areas and buildings to create research, experimentation and training centers in the field of road safety and sustainable mobility, regenerating territories. With the agreement signed today by the Director of the State Property Agency, Alessandra dal Verme and the President of the Automobile Club of Italy (ACI) Angelo Sticchi Damiani, the state assets can be redeveloped to create new services and structures to spread the culture of road safety through the creation of centers for safe driving education, for testing prototypes for intelligent, sustainable and inclusive mobility, to provide new services to citizens, creating value and development in the territories.
According to the terms of the agreement, the two public bodies undertake to identify properties and state areas on the national territory which by position, size and characteristics respond to the logistical needs of the ACI and to evaluate the most appropriate legal instruments (sale, rental or concession ) to create structures suitable for spreading the culture of road safety. Infrastructures and offices for services to citizens in the field of road safety education and sustainable mobility may be built in the identified areas, also in collaboration with other organizations (universities, schools, sector and civil society associations, etc.), and centers of training and research for the production of prototypes and testing of artificial intelligence for the creation of self-driving vehicles and the development of mobility solutions for people with disabilities. An initiative capable of generating a positive impact to increase the economic value of the assets and the areas and territory on which they exist, in harmony with the urban context and cultural identity, creating employment and social activities, in compliance with the principles of sustainability, environmental protection, lower land consumption, energy efficiency.

The collaboration agreement between two public bodies is proof that solutions and connections of mutual interest can be found, in this case to allocate state assets to education, innovation, research, development and regeneration of territories”, underlined the Director of the State Property Agency Alessandra dal Verme. “It is an opportunity to use public goods as a tool to create new functions and public utility services, to attract skills and generate employment opportunities”.
For the President of the ACI, Angelo Sticchi Damiani, “Today’s agreement demonstrates ACI’s commitment to constantly seeking new paths and collaborations with the aim of promoting by any means a greater diffusion of the culture of road safety in our Village. Through this agreement, signed with the State Property Agency, we will be able to collaborate in identifying and optimizing properties to be redeveloped and which can be used for the implementation of further activities in the field of security and technological innovation, as well as promoting a possible increase in the value of the properties themselves. It is, therefore, a project that complements those historically carried out by ACI which has always dealt with these issues, making available its knowledge and a wealth of presence and widespread diffusion throughout the territory. We are happy to collaborate with the State Property Agency to give our country a further opportunity for growth and development in a strategic sector for Italy.”
The Agreement, which has a duration of three years and can be extended to complete the activities started, provides for the establishment of a Technical Implementation Table with the task, among other things, of providing technical-legal support, carrying out functions liaison between the central and peripheral offices of the two bodies, monitor the implementation and achievement of the objectives, define the initiatives for the valorisation of the assets identified also in the form of public-private partnership.
