Executive Director of Tennessee Housing Development Agency to Deliver Keynote Address at Novogradac Affordable Housing Conference in Nashville

Ceremony to Recognize Winners of Journal of Tax Credits Developments of Distinction Awards at Novogradac 2025 Housing Tax Credit and Bonds Conference Sept. 25-26

SAN FRANCISCO, Aug. 28, 2025 /PRNewswire/ — Ralph M. Perrey, executive director of the Tennessee Housing Development Agency, is the keynote speaker for the Novogradac 2025 Housing Tax Credit and Bonds Conference Sept. 25-26 in Nashville, Tennessee, at the Grand Hyatt Nashville.

Perrey will join developers, investors, syndicators, accountants and other professionals working with low-income housing tax credits (LIHTCs), tax-exempt bonds and other incentives who develop and rehabilitate housing to discuss the latest evolutions in the state of affordable housing after the July passage of HR 1, the One Big Beautiful Bill Act. The bill includes provisions for affordable housing such as a permanent 12% increase in LIHTC allocations and a lowering of the 50% financed-by test for tax-exempt bonds to 25%.

“The affordable housing community is optimistic about the possibilities unlocked by the passage of the July bill,” said Rebecca Arthur, conference chair and Novogradac partner who manages the company’s Kansas City, Missouri, and Dallas offices. “This conference is a great opportunity to hear from affordable housing experts about how they’re adapting and adjusting in light of these new provisions and possibilities.”

Additionally, the conference will host a ceremony recognizing the winners of the 2025 Novogradac Journal of Tax Credits Developments of Distinction Awards, which were announced in July.

Other sessions on the agenda include the Washington Report, debt and equity panels, and understanding technical bond issues. The full agenda can be found here.

The conference is co-hosted by Stifel, sponsored by Arnall Golden Gregory LLP, Enterprise BWE, Lument Real Estate, Plummer, PNC Multifamily Capital, R4 Capital and features exhibitors Ion, National Women’s Affordable Housing Network and Partner ESI.

In addition to the panel topics, Novogradac will host a pre-conference workshop Sept. 24. The LIHTC Basics Workshop will help attendees learn fundamental details about LIHTCs, including key players, transaction structures, timelines and more.
