Goal achieved. After several weeks of negotiations PSA signed an agreement Thursday evening at its plant in Vesoul (Haute-Saône), which increases the working hours of employees to more than 35 hours per week, without full compensation.
Signed by unions FO, CFTC and CFE-CGC representing nearly 80% of employees, this agreement will come into effect next September and could inspire others within the group.
In detail, it provides an increase of nearly 8% weekly working time, which is increased to 37:45, with a salary increase of 3.1%. This is one of the first “Collective performance agreements” corporate created by Macron Orders reforming the Labor Code .
Agreement denounced by the CGT
Among the four representative unions at PSA Vesoul, only the CGT refused to sign, denouncing a “breakage of 35 hours” and the introduction of “free work” because of the differential of nearly 5% between the increase in worked time and that of remuneration.
The signing is an “important step for the competitiveness of the site, subject to strong competition,” said the spokesman for the direction. PSA considered this agreement essential to ensure the durability of Vesoul, which is its global spare parts center and is therefore evolving in the logistics sector subject to competition from international operators and new players in e-commerce.
The many provisions that accompany the agreement and several advances during the three weeks of its negotiation have won the adhesion of the signatory unions, said Thierry Pagot, CFE-CGC delegate of the site and Jean-Paul Guy, his counterpart for the CFTC.
PSA commitments
PSA Vesoul is committed to 80 hires until 2020, to invest 20 million euros in modernization and not to outsource new contracts. Employees will also receive a “performance bonus” of 100 euros at the end of next year and the remuneration for any overtime, beyond 37:45, will be increased by 40% until 43 hours and 50% thereafter, noted Thierry Pagot and Jean-Paul Guy.
In addition, the employee who refuses the agreement would not be automatically dismissed as provided for in the collective performance agreements, as he would be offered a transfer to another PSA site. The agreement will apply to the 3,000 employees present on the site, about 2,500 employees directly by PSA and the staff of the various subcontractors installed on site, the management said.
Since the last reform of the Labor Code, employers and trade unions have the possibility of concluding a “collective performance agreement”. This arrangement makes it possible to adjust the working hours and / or compensation of employees and / or to determine the conditions of the company’s internal or professional mobility.
