Thiruvananthapuram: The KSRTC will establish the state’s largest registered vehicle scrapping facility (RVSF) on 6.5 acres of land at Parassala. It has issued an expression of interest (EoI) for establishing RVSF in four places in the state. In addition to Parassala, RVSF will come up at Edappal, Chittur and Kanhangad. The largest acreage has been reserved for Parassala.
The ministry of road transport and highways has notified the Motor Vehicles (Registration and functions of Vehicle Scrapping Facility) Rules 2021 and its amendment rules which lay down the procedure for establishment of a RVSF for carrying out dismantling and scrapping operations of ‘end of life’ vehicles.
The state government has appointed KSRTC as the implementing agency to establish and operate RVSF. As per EoI, the scope of work will include planning, establishing, operating and maintaining RVSF. The firm chosen for the project will run RVSF for a period of 15 years under a public private partnership model.
On completion of tenure for 15 years the firm has to transfer the RVSF centres to KSRTC with all machinery and equipment in good working condition. The period of contract shall be extended (after 15 years) based on the performance of the firm.
The document states that KSRTC will provide electricity and water connection and if required technicians will be provided. The site to set up collection centres in depots, sub depots, operating centres and five regional workshops shall be provided by KSRTC.
The firm will receive the vehicles surrendered for scrapping, fix the value, hand over the agreed amount and issue certificate of deposit at the collection centres in KSRTC depots. It will also undertake transportation of the collected vehicles, either in full or in knocked down condition to the RVSF.
The rules say that RVSF shall be provided connectivity and access to the VAHAN database of vehicle registration with password protected user ID and it must have necessary cyber security certifications for the IT systems for safe access to the VAHAN database.
It shall be provided the necessary connectivity to verify the records of the vehicles produced for scrapping with the database of the stolen vehicles, held by national crime records bureau as well as with the local police and it shall be the duty of the RVSF to carry out such verification before scrapping a vehicle.
Vehicles which have not renewed certificate of registration, which have not been granted a certificate of fitness, which have been damaged due to fire, riot, natural disaster or accident, which have been declared obsolete or surplus or beyond economic repair, which have outlived their utility, manufacturing rejects, test vehicles prototypes, auctioned, impounded or abandoned vehicles and any other vehicle voluntarily offered for scrapping by the owner will be received by RVSF.
