Unlike incentives for electric vehicles (EVs) and hybrid vehicles, there will be no road tax exemptions for EVs and hybrids purchased from different states but being registered in the city.
The UT administration has decided against extending the road tax waiver to EVs and hybrids purchased from outside the city.
Recently, after a review of the Chandigarh EV Policy 2022, incentives given to EVs purchased and registered in the city were also extended to EVs and hybrids purchased outside the city but registered here.
Registration and Licensing Authority (RLA) Pradhuman Singh said, “The road tax waiver is not given to EVs and hybrids purchased outside the city even though being registered in the city.”
As per Section 4.1.2 (1) of the Chandigarh EV Policy 2022, “Road tax and registration fees shall be waived for all eligible vehicles registered during the period of this policy.”
An official said, “Under the road tax exemption, the policy only mentions all eligible vehicles, which some UT senior officials have termed as including even EVs purchased outside the city but registered in the city. A May notification on exempting hybrids from road tax also did not mention that the vehicle should be purchased in the city for getting the exemption.”
While extending the road tax waiver to hybrids, a UT notification in May this year stated, “To exempt tax (which is otherwise leviable under provision of Punjab Motor Vehicles Taxation Act, 1924) on electric and hybrid vehicles (strong hybrid and plug-in-hybrid) in Union Territory, Chandigarh, for the period of five years from the issuance of this notification”.
As per the amendments to the Chandigarh EV Policy 2022, made on July 7, “Consumers purchasing e-vehicle from other states/outside UT Chandigarh and registering their vehicle in Chandigarh are now eligible for availing incentives under section 4.1 of Chandigarh EV Policy, 2022.”
Under the EV Policy 2022, notified in September last year, the administration had offered a slew of incentives to buyers of EVs in the city, including direct incentives and tax rebates. In addition to a complete waiver on road tax, the UT has offered incentives in the range from INR 3,000 to INR 2 lakh to first 42,000 buyers of EVs across all categories during the policy period.
