The state government has set a target of generating 2 million metric tonnes per annum (mmtpa) green hydrogen in its policy that was recently approved by the state cabinet.

Companies like Adani, Avaada, Torrent, ACME, HMEL and Renew have already applied to set up plants of 2,800 ktpa. Besides, as per the policy, the government will create a green hydrogen valley or hub with availability of water to attract more players.

In the policy, the government has given a raft of incentives for 10 years, like 50% waiver in intra-state transmission and wheeling charges. Electricity duty has also been reduced by 50%. Additional surcharge and cross subsidies in electricity which together account for over INR 3 per unit have been done way with for these projects.

Anil Dhaka, managing director of Rajasthan Renewable Energy Corporation, told TOI, “The economic benefits of industrializing solar sector are immense, diverse, and manifold compared to the impact of generation. That’s why the government have given unmatchable incentives to green hydrogen projects.”

The policy has also allowed the plant size to be 2.5 times of the contracted demand. These projects would be eligible for incentives and facilities available in the Rajasthan Industry Promotion scheme, especially under the sunrise sector where the benefits are more.

Besides incentives, Dhaka said, the government has made a provision for green hydrogen valleys or parks where the necessary support infrastructure will be available to set up plants without hassles.

“The park developers will build roads, create power and water supply systems and evacuation infrastructure, and other civil facilities to fast-track project implementation,” said Dhaka. Private players can develop parks for companies looking to set up plants, he added.

In a bid to make the sector attractive for the private sector, the policy says that government land will be allotted to green hydrogen projects on priority.
