The state govt has started giving motor vehicle (MV) tax incentives on purchase of electric vehicles under Bihar Electric Vehicle (EV) Policy-2023.

Transport secretary Sanjay Kumar Agarwal said on Thursday that road tax of 50% to 75% on purchase of all types of e-vehicles (two-wheelers, three-wheelers, four-wheelers and light-heavy motor vehicles) will be given by the dealer at the time of registration of vehicle.

“Tax exemption-related software has been made live on the NIC (National Informatics Centre) portal. The subsidies on MV tax has started reflected on this software from Thursday. With the implementation of the EV policy, more e-vehicles will be purchased in the state, which will improve the ambient air quality and control vehicular pollution,” the secretary said.

Agarwal added that the state govt’s aim is that by 2028, e-vehicles should comprise 15% of the new vehicles purchased and registered.

“Under the EV Policy, 75% rebate in motor vehicle tax will be given on the first 10,000 two-wheelers and first 1,000 four-wheelers purchased and registered in Bihar. After this, the buyers will get the benefit of 50%. Along with this, the benefit of purchase incentive amount will also be given, which will be implemented in the next 7-8 days,” Agarwal said.

He further said: “People belonging to Scheduled Castes (SC) or Scheduled Tribes (ST) will get INR 10,000 discount per vehicle for first 10,000 two-wheelers and those belonging to other category will get INR 7,500 off. As per the policy, the capital incentive on purchase of first 1,000 four-wheelers will be INR 1.5 lakh for SC/ ST and INR 1.25 lakh for people from other categories.”

Urban and other authorities will even provide parking facility for e-vehicles at subsidised rates for all individuals. Every town/city will prepare a city parking plan and make provision for on-street parking and charging stations for e-vehicles at subsidised rates.
