Lucknow: Placing zero-tolerance enforcement at road intersections at the heart of its traffic reform strategy, the Lucknow administration and police on Saturday unveiled a comprehensive, multi-agency roadmap aimed at easing congestion and improving urban mobility across the city.

The roadmap places strict enforcement of no-parking zones within a 50-metre radius of major intersections and a complete ban on passenger pick-up and drop-off by e-rickshaws, autos, tempos and buses at crossings at its core.

The decisions were taken at a high-level coordination meeting held at the Lucknow Smart City auditorium, jointly chaired by the police commissioner, Lucknow, and divisional commissioner. Senior officials from the district administration, traffic police, LDA, LMC, PWD, NHAI, transport department, Lucknow Metro and Smart City agencies participated.

Underlining enforcement push, assistant regional transport officer (ARTO), Lucknow, said 18,000 vehicle registrations were already suspended for violating traffic rules for five or more times and failing to clear pending fines, based on traffic police data. Authorities said habitual offenders would face stringent action, including registration suspension and prosecution.

Divisional commissioner Vijay Vishwas Pant directed all departments to ensure time-bound implementation of decisions and submit fortnightly progress reports, making it clear that traffic management is a top governance priority and any laxity will invite accountability.

To address congestion caused by erratic bus operations, UPSRTC and transport department were directed to regulate bus movement, remove unauthorised stoppages and reorganise bus stands where necessary.

For highly congested stretches, officials ordered full utilisation of existing multi-level parking facilities.

The roadmap also lays emphasis on the creation of no-parking and no-vending zones near major intersections, strict regulation of e-rickshaws and autos, phased removal of encroachments, development of underground and multi-level parking facilities, and upgraded road markings, dividers and traffic signals. Officials said enforcement drives would be backed by public awareness campaigns, urging citizens to follow traffic rules.
