Federal Council wants changes to the law for autonomous driving

The law for the operation of level 4 vehicles on German roads has to be changed again.

The Bundestag had one bill for autonomous driving level 4 decided, but the Federal Council still wants to push through some changes. The Federal Council recently agreed in principle, but has requested changes as a condition for approval.

In the future, for example, the law will allow autonomous shuttles be operated on public roads without security personnel on board. However, supervision is required, which can also be of a technical nature. This must be able to deactivate or remotely control the vehicle if necessary.

When it comes to the areas where such vehicles are allowed to circulate, the Chamber ruled out cases of force majeure. It is not possible to check all areas for suitability beforehand. The state chamber also rejected the idea of ​​imposing this on the municipalities. There is a lack of competence for this. Also the specification of network coverage, that are to be examined were rejected by the Federal Council. These areas of application should be constantly monitored and changes approved. Here, too, the Federal Council wants to relieve the municipalities. Rather, the vehicles should be able to detect the changes.

In addition, a test drive does not have to be carried out before every journey to ensure that the systems are working correctly. This test drive should only be carried out once a day before commissioning. Furthermore, you want to make sure that the safety drivers and the human control are not exposed to the influence of alcohol or drugs.
