The British champion set the third fastest time across the 11.8-kilometre course, moving into an 11-second lead with one day to go.
With a sprint in Krakow expected to conclude the race, Hayter holds the small but significant advantage over stage winner Thymen Arensman (Team DSM). Magnus Sheffield set the second fastest time on the day, just seven seconds off the Dutchman.
Also impressing was Ben Tulett. Sixth on the stage saw the young Brit jump up to fifth overall, 25 seconds back on his team-mate.
Geraint Thomas battled back from an early crash to finish in third place in Wolverhampton. Proudly representing Wales, Thomas was caught out by a tightening left-hander early into the 37km effort. In the end the Grenadier was just two seconds off a silver medal.
Rohan Dennis took gold on the day, with Fred Wright taking silver. Luke Plapp set a strong early time in the colours of Australia before a mechanical issue and bike change saw him lose time. Despite that he was able to finish fifth.
