New Delhi: A notification issued by transport secretary Saumitra Mohan said, “A large number of vehicle operators are obtaining PUCC without physically producing the vehicle. The transport department has thus implemented the NIC proposal to launch PUCC Version-2.0 to ensure the physical presence of vehicles at AETCs (auto emission testing centres) at the time of issuing PUCC by leveraging a mobile app.”
While the earlier system required just a photograph of the vehicle’s registration plate, PUCC Version-2.0 will also require a landscape image of the vehicle at the emission testing centre, a live video of the emission test captured via the PUCC app and the geo-location of the mobile device capturing the photo and video.
“The inherent flaws in the system allowed vehicle operators to receive PUC certificates at their doorstep against a hefty service charge. This gave these unchecked vehicles licence to pollute the city’s air,” said transport minister Snehasis Chakraborty.
