The bill on the employment of seniors was presented on May 7 in the Council of Ministers. The text will be examined on June 5 in the Senate and then in the National Assembly. Application decrees should follow for an application if everything is fine on September 1, 2025. Negotiated in November 2024, The National Interprofessional Agreement (Ani) was signed by the three employers’ organizations (MEDEF, CPME, U2P) and four of the five representative employees unions (CFDT, FO, CFE-CGC and CFTC). It provides for a series of measures to encourage seniors to stay in operation and lift the brakes on recruitment. 

Gradual retirement from the age of 60, for whom? 

To take a gradual retirement from the age of 60, it will be necessary to have validated 150 quarters. The system will however remain subject to the agreement of your employer.

For this new agreement on progressive retirement comes into force, two implementing decrees are provided: one for private workers and state officials, the other for territorial and hospital officials. If the calendar is respected these decrees would be published in June 2025 for an entry into force on September 1, 2025.

What is the principle and interest of a progressive retirement?

Brought back to 62 years since the pension reform of 2023, gradual retirement will therefore be offered to employees aged 60 who contributed 150 quarters. The idea is to continue working between 40 and 80% of your working time. The drop in income linked to part -time passage is offset by the payment of a fraction of the retirement pension, thus limiting the loss of purchasing power of the employee. This also makes it possible to gradually reduce your professional activity, to do other things or not to break the link with work suddenly. And the employee continues to contribute quarters that will abound his retirement.

What does this agreement for the employment of seniors also provide?

The national interprofessional agreement also plans to establish a senior permanent contract baptized contract to enhance the experience (CVE) intended to facilitate hires and which allows retirement by the employer as soon as the employee is entitled to a full -rate retirement. It also includes a component on social dialogue with an obligation to negotiate as well as two professional interviews, at 45 and between 58 and 60 years old.

In France, the employment rate of seniors has increased since the 2000s. But it remains below the average of the European Union, especially for 60-64 year olds (38.9 % in France in 2023, against 50.9 % on average in the European Union, 65.3 % in Germany and 68.9 % in Sweden).
