EV charging network expands sharply in 2025 as fuel retailers add stations nationwide

India significantly expanded its electric vehicle (EV) charging infrastructure in 2025, with thousands of new charging stations installed at petrol pumps across the country, as the government and state-run fuel retailers stepped up efforts to support the transition to cleaner mobility.

According to data from the Ministry of Petroleum and Natural Gas, a total of 27,432 EV charging stations are now operational at fuel retail outlets. Of these, 8,932 stations were set up under the Faster Adoption and Manufacturing of Electric Vehicles (FAME-II) scheme, while oil marketing companies (OMCs) installed over 18,500 charging points using their own funds.

The expansion has focused on integrating EV charging into existing fuel retail infrastructure, allowing consumers to access charging facilities at locations traditionally used for petrol and diesel refuelling. Officials said this approach is aimed at improving convenience and accelerating EV adoption across both urban and highway corridors.

Public sector OMCs are also developing a network of integrated “Energy Stations” along major routes. Under the programme, 4,000 such stations are planned between 2024–25 and 2028–29, offering conventional fuels alongside alternatives such as biofuels, CNG, LNG (where feasible) and EV charging. As of November 1, 2025, 1,064 Energy Stations had been commissioned nationwide.

Cleaner transport infrastructure

The ministry said the push towards cleaner transport infrastructure also extended to the freight sector. Under the APNA GHAR initiative, more than 500 rest areas for truck drivers were established during the year, aimed at improving road safety, working conditions and employment opportunities in rural regions.

The ministry said cumulative foreign exchange savings from the blending programme exceeded ₹1.55 lakh crore, alongside significant reductions in carbon emissions. Advanced biofuels were also promoted under the Pradhan Mantri JI-VAN Yojana, with second-generation ethanol plants at Panipat and Numaligarh becoming operational.

In parallel, petroleum marketing infrastructure continued to be strengthened. More than 90,000 fuel retail outlets were enabled with digital payment facilities, supported by over 2.71 lakh point-of-sale terminals. Door-to-door delivery of petrol and diesel was expanded through over 3,200 mobile fuel bowsers, improving access in remote and underserved areas.
