A spokeswoman for the ministry said that the house of Robert Habeck (Greens) published new proposals to support investments in the semiconductor industry in mid-November. According to the information, the application process takes place in two stages. The first stage has just begun: This national expression of interest process initially allows project proposals to be submitted. The second stage involves submitting applications at the national level, the European aid process, and determining the exact funding conditions. Companies should develop new types of projects over the turn of the year, which they will then submit for funding next year and with the new budget could eventually get subsidized. The funding amount should be between 20 and 50 percent of the investments. The project is based on the European Chips Act (ECA), with which Europe wants to make up for lost ground in the chip industry compared to Asia and America. While Berlin’s industrial policy agenda has so far primarily focused on the settlement of large chip producers and the construction of huge factories, the focus of funding policy had stood, it now puts the middle class at the center. No wonder: planned and already planned factory buildings by companies such as the US chip manufacturers Intel and Wolfsspeed are now on hold. It is not clear whether they will be thawed again. However, the construction of a new factory at the Dresden site by the European-Taiwanese joint venture ESMC is going as planned.
