German FAZ: When Minister reaches the resentment in the East German coal region, 009764 meets

The Cottbus energy group LEAG pays off for its power plant locations in East Germany despite the plans of Federal Minister of Economics Katherina Reiche (CDU) for a south bonus, good opportunities in the tender for new gas power plants. “We firmly assume that, despite the planned south bonus, the federal government takes into account the northeast with its location potential and needs,” says Adi Roesch, the CEO of the LEAG. The Federal Government wants to treat locations in the south in the planned tender in order to meet the requirements for the power grid. Reiche visits the Schwarze Pump in Spremberg on Monday together with Brandenburg’s Prime Minister Dietmar Woidke (SPD). LEAG wants to build a hydrogen -compatible gas power plant here. “New power plants are also needed in the north and east of the country,” says the Federal Ministry of Economics to the South Bonus. The planned tenders as part of the Federal Government’s power plant strategy would therefore be open to all locations throughout the Federal Republic. However, it must be taken into account that the south of the network, which, in addition to Bavaria and Baden-Württemberg, also attributed North Rhine-Westphalia, Hesse, Rhineland-Palatinate and the Saarland, comprises a larger inventory of both generation and power consumption centers and a significant part of the generation plants there is closed in the course of the nuclear and coal exit. The northeast is also affected by gigawatt malls. “By 2030 alone, four gigawatts go from the network from our power plant park alone, and we urgently need replacement for this secure performance,” says Roesch about the foreseeable end of the coal -wealth electricity at LEAG. Overall, the group is letting to one of the largest producers of green electricity with a generation capacity of around seven gigawatt by 2038 until 2038. In addition to the establishment of renewable production capacities and large -scale storage on the gigawatt scale, the group has plans for hydrogen -capable gas power plants with a capacity of two gigawatts in the drawer. The announcement of the Federal Minister of Economics to apply a south bonus in the tender so that two thirds of the planned power plant capacities of a total of 20 gigawatts in the south of network are built, in Cottbus there was an additional frustration in Cottbus. should. In the CDU, CSU and SPD coalition agreement, there was no longer any question of this-until the southern bonus was enough at the beginning of a visit to the Bavarian Prime Minister Markus Söder (CSU) at the beginning of June. Kohleregions such as Lusatia “that irritated us and our colleagues in the companies are unsettled,” says Stephanie Albrecht-Suliak, Landesbünd Northeast of the IGBCE industrial union, in which many employees of LEAG are organized. The union has the expectation that all power plant operators can take part in the tenders for new gas power plants under the same conditions, says Albrecht-Suliak.Kohleregions such as Lausitz or Central German coal areas in particular, in order to redeem the social promises made for coal exit, she says. At a works meeting in the football stadium in Cottbus with the chairman of the IGBCE, Michael Vassiliadis, LEAG employed more than 2,000 employees instead of south bonus. “As part of the tenders of new power plant capacities, an instrument of regional control (” south bonus “) will be used on request. Mirko Schlossarczyk, Managing Director of the Ministry of Ministry, explains that they are needed to relieve the networks and save the networks. The competition is postponed and it is not yet clear whether the EU will release the mechanism at all, ”says Schlossarczyk. More on the topic of network expansion is required regardless of the location of new gas power plants due to further addition of renewable production capacities, says Armin Eichholz, CEO of MIBRAG. The energy company based in Zeitz in Saxony-Anhalt, which runs two lignite mines in the south of Leipzig and a lignite power plant in Schkopau as well as wind and solar parks, is one of the activities of the Czech group of Eph, which is controlled by Daniel Křetínský. “The new gas power plants should be created where the cheapest location conditions for cost -effective production are available,” says Eichholz. At the power plant location in Schkopau, which is located in the North of the network, a new gas power plant could use existing power plant infrastructure, a well -filled natural gas pipe would be available, and the transformer plant in the nearby Bad Lauchstädt would provide a favorable network connection. However, the location would not prevail in a tender with a south bonus. “If we really want more cost efficiency in the energy transition, we also have to resist the temptation to always carry out new market interventions,” says Eichholz. A discrimination -free tender is the prerequisite for the best power plant locations. “Do not inhibit economic development in the north and east” in principle also shares Casimir Lorenz, Managing Director of the consulting company Aurora Energy Research. “But in the south we have a significantly larger proportion of the load than in the north and east, so it is important that there is also enough generation performance,” says Lorenz. There are therefore good reasons to consider the introduction of a south bonus, at least when the power plant capacities of five to ten gigawatts required at short notice, he says. Before the application, however, the Federal Government should check the amount of generation in the south and whether this amount could also be ensured without discrimination, says Lorenz. The Federal Ministry of Economics emphasizes that power plant investments in the east or north with the planned regional control remain possible. “They should only be controlled in a balanced ratio, which takes into account both the network of networks and other stability aspects of the electricity system,” says the ministry. LEAG boss Adi Roesch also promotes balanced conditions, but not only thinks of the electricity system: “The decisive Not to inhibit north and east. ”
